@ Didier As Gilles and F-X have correctly identified, it must be a simple typo for 'value' — or more likely an OCR scanno ;-)

The reference to "±2.5 Nm" pretty much conclusively confirms that this is an average value between –ve and +ve swings that amounts to zero — there is no nett overall torque.
