While it is possible to have a light in the shape of a bell or a bell with a light in it, it is more probable to me that this is a charm in the form lightweight bell that the person is wearing.

That's a good question, and one that I considered. On a restricted basis, religious jewelry is permitted in some prisons. See posted references for prayer bell and other religious bells that I posted.
