可取用的

access 这个词的翻译挺麻烦,一般指“接近取得而用之”。
有人把 access 译成“近用”,听来怪怪的,但“近而取用之”的意思却没有错。
我个人通常翻译 accessible 这个词为“可取用的”,
因为“近”似乎是赘词:不近何可取用之?

IMHO

I believe "accessible" here does not directly refer to the physical appliances; rather it refers to "comprehension or understanding" of applying such appliances.

It refers to THE KNOWLEDGE OF USING SUCH APPLIANCES!

So, "not accessible to the general public" means "公眾不熟悉的" or
"公眾不慬(慣)使用的"

appliances not accessible to the general public = appliances used by qualified people only.

the general public includes 'laymen' users.

IMO 'appliances not accessible to the general public' includes appliances used only by radiologists, radiographers, qualified electricians, electrical engineers, radio technicians, medical staff, scientists etc.
= appliances which the general public is not allowed or qualified to use.

Not standard English?
IMO 'accessible' may be a 'false friend' = a mistake. This is an EU standard, so IMO the 'false friend' problem is possible.

可以接触的, 可以使用的

not accessible to the general public means普通人(一般人)不得触碰
"not accessible " means actually are not allowed to be used, which definition though, cannot be found out in a dictionary.
As something poisonous should be inaccessible to children.

A word is meaningless without its context, and in light of this VERY context, it should be construed as "可接触的,可使用的", which fact passes unnoticed to almost an overwhelming majority in here.
