blight
One says something was a "blight on the landscape", here it is not exactly landscape if it is in a city, but one also speaks of "urban blight". Perhaps "a blight on an already heavily populated neighbourhood in Ghent"?

blemish on the city of Gent
blemish comes to mind but it does not express the main aspect of cancer, i.e., that it keeps growing.
A growing concern would be another option.
