means "which section?", the same way ┦ means "which gender?". doesn't necessary have to be translated as "section", but that's how we routinely treat it at our law office. For : 稲, "Section: Ai" would be okay. The character following is always chosen on a whim. It might be the last character in the section chief's name, or her daughter's name, or whatever. Since it's impossible to know the ㄥ珿 behind 稲, all you can do is romanize it.
