I thinking separating it out like this might help.

I'm guessing 娃 must be referring to infant, babies, toddlers

agree Fang Sheng : in here "娃" is just a very colloquial to refer children, very commonly used in a rural context. Doesn't have to be toddlers. In fact it's just referring to school age children.
