I think that in this instance, 'manufacture' is better than 'construction'. Construction oversight
I presume from what Google shoots up for 监造 that supervision is indeed the idea. In North America, we generally talk about Construction Oversight, so whatever makes your client happy . . .

: Sounds good... I was initially quite skeptical about the term "oversight" but Google popped out a lot of hits to prove me wrong. It is indeed a very common term.

The whole sentence should read 'account of design and construction supervision'. I worked as an engineer on construction sites for ten years and although familiar with the term 'oversight' think it would be too easily mistaken to mean 勘漏

If it is a leaflet explaining how a system network is designed or constructed, where would "supervised" or "oversight" fit in? Wouldn't it make more sense to the reader, your target audience?
