This is from a document from the Generalitat describing grants to Youth Associations and related organisations. I seems they may have the number wrong, as the 246/2000 seems to be about fishing.
"Declaració responsable de donar compliment si s'escau, de l'obligació que estableix l'article 38 de la Llei 13/1982, de 7 d'abril, d'integració social dels minusvàlids, o el Decret 246/2000, de 24 de juliol, sobre l'aplicació de les mesures alternatives de caràcter excepcional al compliment de la quota de reserva."
