This is an academic study of the investiture of the president in Spain.
Many uses of "ordenador" as an adjective, not just here but references to the capacidad ordenadora, función ordenadora, etc.
This ain't no computer here, folks
Somehow, "ordering" just does not sound right

organising/administrating
These seem to be the only possibilities for me Justin, due to

organizing manager
Something like organizing manager might work.
Scheduling manager might be too specific, although it sounds good.

You - or Ewe: see the first example sentence - know that this is another weasel-word. 'Authoris/zing office etc,' isn't very congruous in the context, but ordonnateur in FRE also has that as a routine translation.
Note that, in the USA, a marshal like an 'air marshal' has a policing function and- in the UK - a marshal means a law student or legal trainee clerking often for a Civil High, Appeal or Criminal Crown judge and 'marshalling' the latter's papers, plus doing case and other research.

Rather than marshalling the federal government’s power and resources..., the Trump administration punted the issue to cities and states, where politics and a lack of resources made it impossible to track the virus or provide accurate information ...
