Source text - English (3)The opening of the Vienna Monitoring Centre on Racism (described in a separate article) signals a new phase in the efforts of the EU to strengthen democratic values and assist in managing what is now a very multicultural and multiracial European society. More than 5% of the EU population originate from outside the Union, the vast majority of whom can be classified as belonging to an “ethnic minority” in the sense that they have a different culture from the majority of the population where they live. This is in sharp contrast to the experience of immigration in Turkey and other candidate coutries.
Economic migration to the EU has slowed but has been replaced by growing demands for political asylum and also more frequent reports of clandestine entry and residence. The situation of each EU country is different – from Ireland the only country without a significant ethnic minority or immigrant population to Luxembourg with the highest proportion (27%) of foreign workers. Six member states have a long experience of immigration from former colonies.
Policies to manage a multicultural society and protect ethnic minorities also have a long history, though now these have a new urgency, given the rise in racism. Today most emphasis is placed on positive action, to promote mutual understanding and respect for different cultures, to see in them a source of vitality for the future of Europe. Issues of employment and illegal immigration also receive more attention and so help to reassure many of those who tend to racist attitudes.

AB'ye yönelik ekonomik göç yavaşlamıştır fakat yerini politik sığınma taleplerine bırakmıştır,hatta kaçak giriş ve ikamet raporları oldukça yaygındır.Her AB ülkesinin durumu -önemli ölçüde bir etnik azınlığı barındırmayan İrlanda'dan,yabancı işçi yüzdesinin en yüksek(%27) olduğu Lüksemburg'a kadar- farklılık gösterir.Altı üye ülkenin önceki kolonilerden edindiği uzun göç deneyimleri bulunmaktadır.
Çok kültürlü toplumları yönetmeye ve etnik azınlıkları korumaya yönelik politikaların da uzun bir geçmişi vardır,gerçi şimdi, bu politikaların "artan ırkçılık" gibi bir aciliyeti bulunmaktadır.
Bugün,en büyük önem;karşılıklı anlayışı teşvik etmek ve farklı kültürlere saygı göstermek,onları Avrupa'nın geleceği için bir canlılık kaynağı olarak görmek gibi pozitif faaliyetlerdedir.
İstihdam ve yasadışı göç meseleleri de dikkate alınmakta ve bu da ırkçı tavırlara eğilim gösterenlerin çoğunun güvenini tazelemeye yardımcı olmaktadır.
