In today's terms that's what it means IMHO.
"Making" is probably OK too, but I thought it might feel less final and binding than signing. The context phrase can help determine that.
Originally (back in the bible) the term לכרות has been reserved mostly to one "legal framework" - ברית
(לכרות ברית)
but with time - you can לכרות הסכמים, אמנות etc.

If the parties signing are 2 countries, then you can use "treaty accord".

I just found in Babylon that *contracting* is כריתת חוזה.
In Hebrew, חוזה is synonym with הסכם.
