No, it's not determining salary here.
I believe they are talking about "ניכוי לקופת גמל" - "Provident fund deducations"...so it would be better translated as:
"compulsory and provident fund deductions"....
However, there's something quite redundant about it, since provident fund deductions ARE themselves compulsory deductions.
