I'm not sure, but I don't think that this is a term, just a way the phrase things.

Im sure that somewhere in the text there's a mention of the type of authority it refers to, and IMHO it should be mentioned in full, as is customery in English.

If the Municipality is convinced...

This is just a suggestion since municipalities often give/take (business) permits.
If there is mention of the type of רשות anywhere in your text, it should be mentioned here (in parenthesis), even if the source text doesn't and expecially if you use Desertfox's good suggestion.
