From a Kuwaiti civil court judgment. I don't get what ولا على... إن هي لم is doing here, and I'm not seeing how to put the pieces together. Explanations in Arabic or English are welcome.

It's along the lines of the following verse in the Holy Quran:
"قَالَ لَا تَثْرِيبَ عَلَيْكُمُ الْيَوْمَ".
"He said, "No blame will there be upon you today".
It means that the court was correct in its decision not to join the misdemeanor because the documents contain all relevant facts eliminating the need for it to do so.
