Arabic to English Law/Patents Law (general)
From a Kuwaiti civil court judgment. I don't get what ولا على... إن هي لم is doing here, and I'm not seeing how to put the pieces together. Explanations in Arabic or English are welcome.

فإنه يكون قد التزم التطبيق الصحيح للقانون ولا على المحكمة إن هي لم تأمر بضم الجنحة رقم س لسنة 2000 متى وجدت في الأوراق ما فيه الغناء ويكون النعي على غير أساس.

It's along the lines of the following verse in the Holy Quran:
"قَالَ لَا تَثْرِيبَ عَلَيْكُمُ الْيَوْمَ".
"He said, "No blame will there be upon you today".
